Florida rules for construction debris
Florida defines construction and demolition debris narrowly and keeps it separate: mixing it with other solid waste means the load is no longer C&D debris, which matters because C&D can go to cheaper C&D facilities. FDEP also publishes each county's disposal fees.

What Florida DEP lists
The 6 entries below are copied from Florida DEP, Construction and Demolition Debris Recycling (page last updated June 3, 2024); 6 of them are construction materials. Construction materials: 6.
| Material or project | Rule |
|---|---|
| Steel, glass, brick, concrete, asphalt, pipe, gypsum wallboard and lumber | C&D debris when from construction, demolition or renovation |
| Land-clearing debris: rocks, soils, tree remains, vegetation | counts as C&D debris |
| Clean cardboard, paper, plastic, wood and metal scraps from construction | counts as C&D debris |
| Unpainted, untreated wood scraps and pallets | counts as C&D debris if kept separate from other waste |
| Minor amounts of other non-hazardous project waste | allowed if consistent with industry best practice |

How the rule is applied
- Counties and permitted C&D facilities report recycled and disposed C&D every year, in tons by county of origin, under Rule 62-701.730(12); facilities without scales use a cubic-yard-to-ton conversion.
- Permitted C&D facilities complete an annual Certification of Economic Feasibility to Process C&D Debris Prior to Disposal.
- FDEP says C&D debris is nearly a quarter of Florida's municipal solid waste stream.
Florida county C&D disposal fees
FDEP's table prints dollar amounts without naming the unit. Polk County's own schedule gives the same $46 as a per-ton rate, so this page reads the C&D column as dollars per ton; a dash in the table means no fee is listed. Of 67 counties, 53 list a C&D fee and 14 list none. The figures run from $18.64 in Okeechobee County to $150 in Monroe County, with a middle value of $54.16. 21 counties charge the same for C&D as for Class 1 garbage and 14 charge more. The last column applies each figure to one 8-ft pickup bed of mixed debris (1,210 lb).

The debris these rules touch, by weight
A loose cubic yard of concrete weighs 860 lb, dirt and sand weighs 929 lb, cardboard weighs 106 lb and pallets and crates weighs 169 lb. A 20-yard filled level with concrete or dirt and sand would pass the 4-ton low end of Republic Services' 20-yard allowance, so those loads are usually sized by weight. One 8-ft pickup bed holds about 2.5 cubic yards, or 2,150 lb of concrete.
Disposal fees in Florida on this site
Polk County charges $46 per ton ($10 minimum). One 8-ft pickup bed of mixed debris costs $28 there.
